YEKA GES-3 TENDERS




The applications for solar tenders regarding the allocation of the renewable energy source areas and their connection capacities have been submitted between 8-12 March 2021 to the Ministry of Energy and Natural Resources (the “Ministry”).




Application Window

 



Applications for 74 solar tenders (the “YEKA GES-3 Tenders”) to allocate the connection capacities to interested bidders for a total capacity of 1,000 MWe, divided into 10 MWe, 15 MWe and 20 MWe, have been submitted in accordance with the Regulation on Renewable Energy Source Areas[1] (the “Regulation”) to the General Directorate of Energy Affairs (the “General Directorate”). The dates for applications had been postponed in the past and then designated as 8-12 March 2021 with a so-called “Correction Notice”[2]  published by the Ministry.



Terms and Conditions



The “Notice of Tenders regarding Renewable Energy Source Areas and their Connection Capacities” (the “Tender Notice”)[3] was published by the Ministry. Applicants for the YEKA GES-3 Tenders must be joint stock or limited liability companies duly established in accordance with the Turkish Commercial Code[4]. Financial strength or technical expertise or experience were not sought as a requirement to apply. Tender specifications are required to be obtained for each tender at a price of TL 2,000.



Under the Tender Notice, during the tender process, applicants must submit bank guarantees. Such guarantees must be valid for 1 year and in the following amounts:




  • TL 3,500,000 for tenders with 10 MWe capacity;

  • TL 5,500,000 for tenders with 15 MWe capacity; and

  • TL 7,000,000 for tenders with 20 MWe capacity.



Upon awarding a tender, these guarantees need to be replaced 1 day before the execution date of the implementation agreement at the very latest. Such guarantees must be valid for 10 years and in the following amounts:




  • TL 7,000,000 for tenders with 10 MWe capacity;

  • TL 11,000,000 for tenders with 15 MWe capacity; and

  • TL 14,000,000 for tenders with 20 MWe capacity.



The maximum price for each tender was designated as TL 35 cent/kWh and the term for the purchase of electricity as 15 years following the execution date of the implementation agreement.



Any applications that were not submitted in accordance with the tender specifications were not accepted. The date and location for the review of the applications was published on the Ministry’s website along with a list of bidders allocated to each connection area.



Conclusion



The application process for the YEKA GES-3 Tenders took place between 8 and 12 March 2021 in accordance with the Tender Notice and the Correction Notice published by the Ministry. The Regulation dictates that applicants whose submitted documents meet the tender requirements will be eligible to attend the tenders that will take place by way of underbidding.
